Beyond defense, Davis County's employer base includes Frito Lay, Geneva Rock, Kroger Manufacturing, and Young Automotive Group, whose 167,000 square foot headquarters opened in Layton in 2024.

Development is heavy right now. JL Ventures is building out East Gate Business Park, a 55 acre, $675 million project with over a million square feet planned. Its first building was completed in January 2025 with Northrop Grumman as tenant. Downtown Main Street Layton is a $58.5 million, 330,000 square foot mixed use project. Layton Hills Mall changed hands in January 2025 with $5 million in reinvestment.

What Hill Air Force Base means for your valuation

This is the single most important thing to understand about selling a business in Davis County, and most owners get it wrong in one direction or the other.

If your revenue depends on defense contracts, buyers will scrutinize contract length, recompete dates, prime versus sub position, and security clearance requirements harder than they would scrutinize almost anything else. A business with two years left on a sole source contract prices very differently than one with a diversified book across multiple primes. This is not a reason to avoid selling. It is a reason to sequence the sale around your contract calendar rather than around your personal calendar. Selling right after a recompete win is worth substantially more than selling right before one.

If your business simply serves the local population, Hill is a stability asset. Government is the largest employment sector in Davis County at roughly 31,788 jobs. That is a payroll that does not evaporate in a recession, which supports steady demand for restaurants, home services, auto repair, medical practices, and retail. Buyers value predictability, and few Utah markets offer more of it.

The honest counterweight, which a good buyer will raise: federal spending is set by Congress, and concentration risk is concentration risk regardless of how creditworthy the payer is.
